The National Broadcasting Commission (NBC) Act is the main legislation governing broadcasting in Nigeria. It was first enacted in 1992 and later amended in 1999. The NBC Act establishes the NBC as the regulator for the broadcasting industry, with functions such as advising the government, processing license applications, and ensuring industry freedom within the law.
Stakeholders identified gaps in the law and initiated efforts to review it. The Institute for Media and Society (IMS) organized meetings with key Nigerian groups to strengthen the regulator’s capacity and improve media coverage of electoral and governance processes. This document presents stakeholder proposals for amending the broadcasting legislation, highlighting specific provisions and omissions. It is divided into two parts, addressing problem areas and incorporating proposals into the existing legislation.
